If you make, sell, store or transport food in India, you almost certainly need an FSSAI registration or licence. It is the food safety approval that lets you operate legally, and the 14-digit FSSAI number it gives you is what customers, marketplaces and inspectors look for. The confusion is usually about which of the three tiers you need.

Why FSSAI matters

The three tiers, and who needs each
FSSAI approval comes in three levels, matched to the size and reach of your business:
- Basic Registration is for the smallest food businesses, below a defined annual turnover: home cooks, small stalls, tiny outlets and petty vendors.
- State Licence is for medium businesses above the Basic limit and up to a higher ceiling: many restaurants, mid-size manufacturers, and larger traders operating within one state.
- Central Licence is for the largest operations, importers and exporters, businesses operating across several states, and those at the top of the turnover range.
You move up as you grow. A cloud kitchen that starts on Basic Registration may need a State Licence once turnover climbs, and a brand that begins exporting will need a Central Licence.
Documents you will need
For Basic Registration the essentials are a photo ID and address proof of the proprietor, a passport-size photograph, proof of the business premises, and a list of the food products you deal in. Moving to a State or Central Licence adds items such as a basic food safety management plan, a layout of the premises, and details of equipment or water testing depending on the activity. Prepare a clean folder of these before you start the application.
The broad process
- Identify your tier from your turnover and scope (Basic, State or Central).
- Gather the required documents for that tier.
- Apply online through the FSSAI portal (the FoSCoS system), filling the correct form for your category and paying the fee.
- Respond to any queries or inspection as required, then receive your registration or licence with its 14-digit number.
- Display the number at your premises and, for packaged food, print it on the label.
Keep it valid and keep records
Your registration or licence runs for the period you chose and must be renewed before it expires, because renewing late can attract a daily penalty and interrupt your right to trade. Set a reminder well ahead. Once you are licensed, tidy billing and records also make food-business life easier: proper invoices for supplies, tracking of what customers owe, and clean sales figures for GST if you are registered.
